6.6.2 Competitors must ensure that a one litre sample of fuel may be taken from the car at any time during the Event.
Except in cases of force majeure (accepted as such by the stewards of the meeting), if a sample of fuel is required after a practice session the car concerned must have first been driven back to the pits under its own power.

24.8 The stewards will publish the findings of the scrutineers each time cars are checked during the
Event. These results will not include any specific figure except when a car is found to be in
breach of the Technical Regulations.
26.1 a) During the qualifying practice session cars will be weighed as follows :
i) The FIA will install weighing equipment in the first pit garage (the FIA garage)
which will be used for the weighing procedure.
ii) Cars taking part in Q1 and Q2 will be selected at random to undergo the weighing
procedure.
iii) When signalled to do so the driver will proceed directly to the FIA garage and stop
his engine.
iv) The car will then be weighed with driver and the result given to the driver or a
team representative in writing.
v) At the end of the qualifying session all cars which took part in Q3 will be weighed.
If a driver wishes to leave his car before it is weighed he must ask the technical
delegate to weigh him in order that this weight may be added to that of the car.
vi) If the car is unable to reach the FIA garage under its own power it will be placed
under the exclusive control of the marshals who will take the car to be weighed.
vii) A car or driver may not leave the FIA garage without the consent of the FIA
technical delegate.
viii) If a car stops on the circuit and the driver leaves the car, he must go to the FIA
garage immediately on his return to the pit lane in order for his weight to be
established.
b) After the race every classified car will be weighed. If a driver wishes to leave his car
before it is weighed he must ask the technical delegate to weigh him in order that this
weight may be added to that of the car.
c) The relevant car may be excluded should its weight be less than that specified in Article
4.1 of the Technical Regulations when weighed under a) or b) above, save where the
deficiency in weight results from the accidental loss of a component of the car.
d) No substance may be added to, placed on, or removed from a car after it has been
selected for weighing or has finished the race or during the weighing procedure. (Except
by a scrutineer when acting in his official capacity).
e) No one other than scrutineers and officials may enter or remain in the FIA garage
without the specific permission of the FIA technical delegate.
26.2 In the event of any breach of these provisions for the weighing of cars the stewards may drop
the driver such number of grid positions as they consider appropriate or exclude him from the
race.
30.13 At no time may a car be driven unnecessarily slowly, erratically or in a manner which could be
deemed potentially dangerous to other drivers or any other person. This will apply whether
any such car is being driven on the track, the pit entry or the pit lane.
In order to ensure that cars are not driven unnecessarily slowly on in laps during and after the
end of qualifying or during reconnaissance laps when the pit exit is opened for the race, drivers
must stay below the maximum time set by the FIA between the Safety Car line after the pit exit
and Safety Car line before the pit entry. The maximum time will be determined by the race
director at each Event after the first day of practice but may be amended later in the Event if
deemed necessary. The time will normally be based upon 145% of the best dry P1 or P2 time.
30.14 If a driver has serious mechanical difficulties he must leave the track as soon as it is safe to do
so.
33.2 Any driver whose car stops on the circuit during the qualifying session will not be permitted to
take any further part in the session. Any car which stops on the circuit during the qualifying
session, and which is returned to the pits before the end of the session, will be held in parc
fermé until the end of the session.
33.3 At the end of qualifying practice the times achieved by each driver will be officially published.

- al pararse en pista
- no circulando a la velocidad minima obligatoria al acabar la calificación,
- no apartandose de la pista,
- no llegando por sus propios medios al garage de la FIA para cumplir con la norma 6.6.2 del reglamento tecnico y poder entregar el litro de combustible..
Reglamento de obligatorio cumplimiento..
Y si se incumple el reglamento tecnico, como otras veces anteriores a otros coches, se les quitan los tiempos obtenidos.
"Si un coche no cumple los reglamentos tecnicos, no deberá ser defensa afirmar que ninguna ventaja de rendimiento fue obtenida."
Si tienes una ventaja, los tiempos no pueden ser dados por buenos...
Y sin tiempos, eres el ultimo.
Es lo que se llama legislación FIA y precedentes.
Y hay precedentes:
Alemania 2011: "Los comisarios del GP de Alemania han decidido excluir al suizo Sébastien Buemi de la sesión de calificación después de detectar ciertas irregularidades en el combustible de su monoplaza. El suizo, que había calificado en la decimosexta posición, deberá tomar la salida desde la última posición de la parrilla de Nürburgring"
Simplemente porque al instalar una bomba nueva de combustible, la composición muestreada al final de la calificacion, no coincidía al 1% con la presentada por el equipo. (una mezcla química de algo de la bomba nueva parece que contaminó la gasolina, fué la escusa del equipo)
"Los comisarios, habiendo recibido la información del Grupo Técnico de la FIA de que la muestra de combustible extraída del coche número 18 demostraba en su cromatografía de gas un incremento de cierta sustancia, superior al 0'1% de dicho componente, en una concentración del mismo inferior al 0'8% en la muestra. Habiendo escuchado a los analistas químicos de la FIA Formula 1 y a los representantes del equipo, y habiendo examinado los gráficos de la muestra de combustible, la FIA ha determinado que constituye una violación del artículo 19.8.3 de la normativa Técnica de la FIA Fórmula 1, y decide imponer una penalización al coche 18 en sus resultados de la calificación".
En un componente que solo había menos del 0,8% en la gasolina, se detectó un aumento superior al 0,1%..
Y ello fué motivo de exclusión.. por incumplir el reglamento tecnico..
Así que no debería SORPRENDER a ningun experto, que un coche que incumple el reglamento tecnico sea exluido.
Es la sancion que se aplica NORMALMENTE, y la que se aplicó hace menos de un año con Buemi.
Sí, podrían haberle aplicado otra.. como cuando adelantó el SC en Valencia. Una infracción que en cualquier categoría, y en ocasiones anteriores en la F1 se ha sancionado con la bandera negra.. a Hamilton se le penalizó con un DT.
De no excluirlo de la calificación, es cuando sería sorprendente. No al contrario.
Intentas ocultar, adjuntando toda la legislación, el hecho de que no hay absolutamente nada en ella que estipule de forma concreta cual es la sanción por según qué incumplimiento.
Insisto en que la sanción fue justa, apoyada por el precedente de Buemi, pero sobre todo lo que intentó fue evitar que en el futuro alguien se arriesgue a una sanción liviana por un gran beneficio.
Si hubiesen querido le podrían haber sancionado sin que disputara el GP y no hay nada en la legislación que se lo impida, así como tampoco hay nada que les hubiera impedido sancionarle con 5, 10, 15, o los puestos que hubieran querido. Las sanciones son discrecionales.
