Estarán probando formas para la llanta. En vez de fabricarla ponen eso para simular la aerodinámica.

La forma que definan, será standard y para todos fabricado por empresa designada por la FIA y no pueden llevar nada por encima (excepto sensores, válvulas de hinchado y desinchado, etc...)

Suspensión, dirección, ruedas y neumáticos

• Simplificación de la suspensión

10.7 Wheel rims
10.7.1 Wheel rim material
With the exception of surface treatments for appearance and protection, wheel rims must be
made from AZ70 or AZ80 magnesium alloy.
10.7.2 Wheel rim dimensions
The front wheel rim key dimensions are:
- Tyre mounting width = 335.3mm +/-0.5mm.
- Outer lip diameter = 490,6mm +/-1mm.
The rear wheel rim key dimensions are:
- Tyre mounting width = 429.3mm +/-0.5mm.
- Outer lip diameter = 490,6mm +/-1mm.
10.7.3 Wheel rim shape
Each wheel rim must be a single component, and comprises of the union of the following
three volumes: the barrel, the hub and the spokes.
a. The wheel rim barrel must be made to the specification of Drawing XX (front) and
Drawing XX (rear) in the Appendix to the Technical and Sporting Regulations. (note –
nominally a solid of revolution)
b. The wheel rim hub must be made to the specification of Drawing XX (front) and
Drawing XX (rear) in the Appendix to the Technical and Sporting Regulations.
c. Each wheel rim spoke must:
i. Lie in within the volume shown in Drawing XX (front) and Drawing XX (rear) in
the Appendix to the Technical and Sporting Regulations.
ii. Serve the purpose of connecting the barrel to the hub.
iii. Not contain any radius of curvature of less than 10mm on its surface.
iv. When projected onto the YW=0 plane, not have any concave radius of curvature
around its periphery, excluding its intersection with the barrel or the hub.
v. Have one intersection with the hub, and up to two intersections with the barrel
A fillet radius of up to 30mm may be applied to the periphery these
intersections.
d. Once defined in accordance with the criteria of point ©, above, an array of up to 10
such spokes may be distributed radially and axisymmetrically around the wheel
rotation axis.
e. Furthermore, for each axle, the wheel rims fitted to the left and right hand sides of
the car must be identical.
10.7.4 Parts attached to the wheel rim
The only parts which may be physically attached to the wheel in addition to the tyre are
surface treatments for appearance and protection, valves for filling and discharging the tyre,wheel fasteners, balance weights, drive pegs, tyre pressure and temperature monitoring
devices, wheel covers described in Article 3.13.7 and spacers on the inboard mounting face of
identical specification on all wheels for the same axle.
10.7.5 Supply of wheel rims
In accordance with the provisions of Article 17.4, the FIA will appoint a standard supplier for
wheel rims and the Competitors will be required to use these rims.
The standard supplier reserves the right to make small amendments to the technical
specification defined in Articles 10.7.2 to 10.7.4 for safety, installation or cost reasons. Such
amendments need to be authorised by the FIA.

Si hay tapacubos y de hecho hay un artículo sobre ellos. Son PDC, es decir, prescritos por la FIA y comunes para todos.

Y además el dibujo ese XX de la forma, no está por ningún lado.

Siempre que se hace un reglamento  hay una fecha límite para los últimos cambios.

Curiosamente el de 2022 no tiene esa fecha. Y en el de 2021 se tachó esa fecha. 

Es decir, hasta ahora el reglamento técnico se hacía definitivo a 30 de Abril del año anterior, pero ahora pueden decir que las llantas son de tal o cual forma o si llevan tapacubos o no cuando les salga del rabo.....
